Could disparities in breast cancer survival rates be explained by differences in vitamin D levels?

The American Cancer Society recently published a paper reporting that while breast cancer incidence rates for 2008-2012 were similar for black and white women, death rates were 42% higher among black women. The paper suggested several various factors that may help explain this large disparity, such as a difference in stage at diagnosis, obesity and comorbidities.

An article in Newswise proposed that the paper had overlooked one major factor, vitamin D status. Individuals with darker skin complexion produce less vitamin D than those with lighter skin complexion. Therefore, individuals with darker skin complexion are at an increased risk for vitamin D deficiency.
